I have the same question about mailing list, and I think the advantages of 
discussion in the github issue or  PR page can make content searchable for 
search engine.

Hi guys:

As far as I know, Apache recommends that everyone discuss it on the mailing
list.

I found that actions on Github can generate mail records. And Github is
stateful for the specified issue, making management easier.

This makes me a bit confused. Does it mean that we can discuss it in Github
instead of mailing lists?
