Multiple instance of traditional APISIX, who will be the contoller

Hi team,

I have a question as below:

Let’s say I have deployed the multiple instances of APISIX in traditional 
deployment mode for scaling. Means each of them has control plane and data 
plane.

Which APISIX would be the controller? How can I set rules to these instances?
