What's the right way to introduce a declaration for apr_unix_setup_time (or should it be apr_setup time in case we later need a similar trick on other platforms?)...wrap it in an ifdef in apr/include/apr_time.h, or add a "time.h" (er, but probably not called "time.h") in the apr/include/arch/* directories?
