Does this seem like a sensible filename for a file within apr-util to 
contain details of apr-util defined error codes? Obviously they can be 
defined elsewhere, but having a central file to detail where they can be 
found or simply defined within seems like a sensible plan.

Figured I'd check before committing :-)
