apr_file_io docs patch

I've
* moved the warnings to an area where they will be seen by doxygen
* replaced the deprecated form of the flags with the new APR_FOPEN_* form.
* added APR_FOPEN_LARGEFILE and APR_FOPEN_SPARSE (only in trunk) to
the list of args supported by apr_file_open
