Reslist v. no threads

On the back of bug #24325  
(https://issues.apache.org/bugzilla/show_bug.cgi?id=24325), it would  
be easy to trivially implement reslist for APR that is not thread  
capable (i.e. there would be just one resource available).

Would the list be interested in seeing a patch along these lines?
