Hello,
About Mingw support I had posted here an email with an attached patch.
Next, I also tried to build APR-UTIL and I discovered that it was not able to 
create DLL (shared version) of the library.
I added "-no-undefined" flag to libtool if Mingw or Cygwin are found as I did 
for APR, but this time the rebuild of configure script failed.
I don't know why...
