1.4 and trunk and even 1.3 are C-T-R. There is backwards compatibility hard versioning rules on 1.4 and 1.3; 1.4 allows new API's, 1.3 does not. Only trunk allows API changes. But no need to propose backport votes whatsoever, commit them if you believe they should be there.
