[vote] release apr 1.3.9?

Hi all,

I have rolled a candidate of apr v1.3.9 and propose it for release,
available here:

It specifically fixes this, a showstopper for httpd:

  *) Fix error handling in the Solaris pollset support (Event Port backend).
     PR 47645.  [Jeff Trawick]
