Hi all,

APR currently contains the ability to base64 encode/decode, but many other 
encodings such as urlencoding are currently embedded in httpd, limiting their 
use in generic applications.

Would it make sense in the long term to create formal APIs for 
urlencoding/escaping? If no objections I plan to make this so.
