I was finally able to find some time to do this. I did the update in baby
steps to understand each change.

The regenerated site has visual dependency graphs for each header file and
Doxygen's "new" javascript based menu system. It is also "responsive", ie
changed layout depending on screen size.

The reponsive part is something I'd like to add to the main APR site as
well in the future but I'm out of time for today.
