Well Yes, I have seen tools doing this. I have been using Together Control Center and it allowed such a generation (though, in the end it is just a skeleton and one has to fill in most of the implementation details). Generating code in this manner takes into account the various method calls to different objects within the body of a method, and so is more useful than generating code only from the class diagrams. I have not come across this feature in versions of ArgoUML yet. I am relatively new around, so I have no idea how to implement it in ArgoUML :).
