Yes, that's a UML 1.4 only element.  My point was principally that Model is
a subtype of Package in both UML 1.x and UML 2.x.

This type of behavior is the main reason that I think we should be
conservative in this area.

Supporting reading files containing multiple top level models is good if
it's not too much work, but I think we should not create files with multiple
top level models until we have a clearer picture of how widely supported
this is by other UML tools.  It's fine to add this to the ArgoUML Model
subsystem (again, if it's not too much work), but I don't think the ArgoUML
application will be using it in the near future.
