Don't forget to say whether you're asking about UML 1.4 or UML 2.1.1.  In

I believe that's true for UML 1.4 and I don't see anything that indicates
it's changed for UML 2.x.

I believe your first statement is more accurate.  One example where this
might be true is an incomplete model where a multiplicity hasn't been
specified yet.  In this case, the modeller (person) has intentionally left
it unspecified, so it would be inappropriate to draw a conclusion (or
enforce a default).
