As you said here:

It seems not to be a good idea to use a development snapshot is not
recommended for general use.
Using a javawebstart link is not possible to general use too.
Then we must wait the next argouml release to make a package.

For the moment argouml can be considered as unmaintained in debian as
there's two years sonce the last successful compilation.
