Actually both.

The proposal is to run using the Rich Client Platform but we should
also be able to run as a plugin inside eclipse.

The idea is to let ArgoUML concentrate on UML functionality only and
save us the effort of developing or maintaining what would be
available for us for free such as a panel management, undo, plugin
architecture etc.
