Hello Bogdan! Yes, the organization that holds the copyright shouldn't be "The Regents of the University of California". The only problem is that it is not clear what the organization should be instead. There is no such thing as the ArgoUML organization.
In the discussions with the lawyers at the Software Freedom Law Center ( http://www.softwarefreedom.org/) about a change of license, this issue was discussed. I don't recall any obvious answer to the question though.
