The fact that the ArgoUML user community is so quiet is probably the
thing that struck me as the most strange since I first discovered
ArgoUML.  What other project has more traffic on their dev list than
on their user list?

If new communication tools will help, I'm all for that, but everyone
should try to actively engage the users whenever they have a chance.
Little things like prompt replies to bug reports or user list queries
can make a big difference.  We want to grow things to the point where
"super users" can act as ambassadors to handle the first level of user
interaction, bug triage, etc.
