Hi, some time ago someone came up with this site, and I started to play with it a little bit. We discussed already if we should move from mailing lists to a forum, and IIRC, we developers seemed to be happy with the current mailing list so far. OK, so let's keep it.
This seems to be completely different for the user base of ArgoUML: see how few mails we have in the argouml-users mailing list! Have you ever seen a wellknown and widely used software like ArgoUML, that has such few user related feedback/discussions/questions? The reason for that is not the support from developers in the argouml mailing list. I believe the mailing list itself is a problem. It was appropriate in the beginning of the internet, but see how the community communicates today. Ever played an online game or joined a group of interest? Chat, Wiki, forums are the way to go, especially the latter! From outside, we look like a very closed community, as a user I'd hesitate to join a mailing list in these times of spam and such. Also, researching our mailing lists is a nightmare compared to a forum. I vote for establishing a forum and make some "marketing campaign" to get the users talking again.
