I think the announcements on every page are from the Tigris administrator.
There is, however, a way to enter a message from the project owner on the
first page. Look at the argouml-ada project, where I just did that.
If the purpose is to reach users, let me suggest the following to reach a
wider audience:
1. Users' mailing list (already taken care of).
2. News item.
3. Project owner's message during 1-2 weeks, referencing the News item.
4. announce mailing list (referencing the News item).
