My feeling is that the only reason to have two lists is to reduce traffic to subscribers who might only be interested in a particular part of development. This is only applicable if there is a lot of traffic, which there isn't.

Is it fair to assume that those subscribed to modules-dev will probably also be subscribed to dev? I think so.

+1 from me in favour of combining them. We can of course always split them again in future if the dev list becomes too busy.
