The problem is not to find a namespace, but to store it somewhere. 

Do you agree with Michiel, that we should create some classifier then, and 
assign the activity
there? And then put this classifier in the current namespace?

We usually start with an empty class diagram anyway. Add some default class 
there, where 
unassigned bahaviors are added?
But some users might be confused and want to delete such a class?
