If it is a model element panel it belong in the Model Element Property
Panel subcomponent. Nothing else belongs in the subcomponent.
Documentation and tagged values belong elsewhere. I'd be happy just to
class these as GUI for now.

They shouldn't be merged because they contain items from different subsystems.

All items in Model Element Property Panel are definitely relevant for
the latest panels subsystem release. I don't want to pollute a clean
organised category with other items that are not so well kept.
