When they are replacing entire components (e.g. libgnujmi-java instead
of the standard JMI library used by ArgoUML), it's no longer a
"packaging" exercise.  They are creating an entirely different product
release.  I think the reason that it hasn't been included for such a
long time is not "build problems" but rather the fact that they didn't
like the NetBeans license, so they dropped ArgoUML after the UML 1.3
to UML 1.4 transition.
