Hi! Bob, I think you're right about the activity2 diagram (that Argo cannot really send anyone to Malaga with the required expertise).
I was reading about the uml2 activities these days, and think we should implement such a diagram. Mainly because I think the actions are the closest thing to the sources, and we should implement RE to and CG from actions. But that's another story. Question: you started a activity2 module (thanks). Is this a uml2 only module, as I see it? I would check this in the enable method already then and only enable the module, if argo runs in uml2 mode.
