Do you see the equivalent logging messages at startup time? If the module loader finds something it doesn't like at startup it should complain. To minimize the variables, have you tried building it with Ant the same way all the other modules are built? I'm headed out, but if I get a few minutes later tonight, I'll try the File->Export and run to see if I can get an idea of what's going on.
