The wiki has a page on this (from the old Cookbook). It is at

It is difficult to decide on priorities among the defects that are today in
the P3 pile. This is partly because we all have different interests and
agendas. I suggest that you register yourself as CC in the issues you are
interested in, vote for and advocate the ones you think are most important
to solve and choose a single one to start working with, preferably the one
where you feel your skill and experience will be most useful.
If you want to know what the community feels, look at the 44 issues that
have at least one vote and sort them based on the amount of votes.
