I agree with Luís and would like to come up with an idea how to spent the money 
(also any other money, e.g. from GSoC):

We could put some effort into defining work packages for urgent tasks and then 
hire developers to deliver the code. Also, analysis work could be ordered (e.g. 
on what's missing in the prop panels).

For this it is needed to first define which artifacts a work package definition 
consists of (overview/introduction docs, effort estimation, technical specs, 
acceptance criteria etc.). Issuezilla is just not enough. ArgoUML could benefit 
from a little more project management anyway, so here's an opportunity to 
introduce it for subtasks.

Theoretically, the money could be spend for some consulting on how to better 
run the ArgoUML project?
