Depending on the process, it could be related to registry.

For example, suppose you have the 32-bit Java 8 installed.  If you are
running a 64-bit process, when it looks to see if Java is installed it will
only look in the 64-bit registry hive and vice versa.  IOW, if you have
64-bit Java installed and are running a 32-bit process such as a command
line script.
