    Description: 
*Steps to reproduce:*
1) Start to create a new policy named 'test1;.  select database as 'a' and 
table as 'b'.  Save the policy.
2) Open this newly created/saved policy for edit.  Change the table name to 'c' 
and try to save it. 

*Expected behavior:*
Policy should be saved.

*Actual behavior:*
Returns an error "policy already exists with name test1". However this is 
inconsistent.

Need to fix inconsistent behavior.
