Add validation for ensuring a workflow {{implementation}} field is not {{None}}.
This validation should take place in the service instantiation phase.
(Note that validation for the implementation path itself (i.e. loading the
implementation) already happens in {{WorkflowRunner}}, but it is assumed that
the implementation is not {{None}}, exactly because it can be validated in an
earlier phase)
