Aries 0.3 release?

Hi all - in case it's not obvious we are stuck on this because we 
currently depend on a snapshot of the maven bundle plugin.
Alasdair requested a release of the maven bundle plugin 
(http://www.mail-archive.com/dev@felix.apache.org/msg20451.html), so as 
soon as we have one we can proceed.
