Update teh versio of PAX exam that we use

Fix For: 0.4
We currently default to PAX Exam 1.2.0 in the default parent. I'd like to move
this up to version 1.2.3 following this discussion on the aries user list.

the short summary is that the blog itests hang under some circumstances and
that the issue is fixed by using a later version of pax-exam
