Work through all the projects Starting at the top of the dependency tree
(testsupport).
For each project,
- if the code has not changed since 0.3, move the version to 0.3, change
exported packages to the same as in 0.3 release
- convert every depending project to depend on the released (0.3) artifact
- if the code has changed, set package versions correctly and set maven version
to 0.3.1-SNAPSHOT (?). Fix depending projects to point at right version.
