We can't release GOAT because it depends on a DWR snapshot. As the DWR folks
show no inclination to release we have to remove our dependency on them
somehow. In the meantime GOAT should go back to samples-sandbox.
GOAT also has a nasty OSGi anti-pattern in the Java code - this really is not a
sample that demonstrates good practice - so it needs fixing.
