Fixed issue where tests that were dependent on jars built by the
maven-jar-plugin would fail on the first run from a clean source checkout
because the jars were produced after the files had been copied from the src/
directory to the target/ directory. I tried to play around with various phase
settings but to no avail. I finally changed the <outputDirectory> setting to
point directly to target/.
