Currently, all operations but start do not affect bundle constituents of the
root subsystem. The same should apply to the start operation. Root operations
should not affect bundles in the root region because those bundles are either
(1) intended to be outside the scope of the subsystems API altogether, or (2)
provisioned dependencies of child subsystems, in which case they will be
affected by operations performed on the dependent children.
