Summary: When running Subsystems in a non-root region, scoped
subsystems have the wrong parent (root)

Applications and composites have the root region as parent and feature contents
are installed into the root region. Instead of the root region in these cases,
the region in which the Subsystems implementation was installed and started
should be the one to use.
