This can be reproduced by cloning the github project:
https://github.com/glyn/aries-subsystems-on-virgo-kernel
checking out the ARIES-943 tag and following the instructions in README.md and
then deleting hello.driver.jar from the pickup directory. This uninstalls the
subsystems. jconsole can then be used to inspect the region digraph showing
that the regions corresponding to the uninstalled subsystems still exist.
If hello.driver.jar is repeatedly added and removed from pickup, more and more
regions accumulate.
Note that the left-over regions have no bundles in them.
