The subsystems core bundle should be properly isolated so that internal
packages are not exposed. Currently, the uber bundle provides the intended
isolation, but the core bundle was left open due to dependencies in the itests.
The core bundle's manifest will be updated to hide internal packages and a
fragment bundle will be used to continue to satisfy the itest dependencies.
