Section 134.5.3 of the osgi enterprise specification states:
Because this [Preferred-Provider] header influences resolution, it is only
valid for it to be used on a Scoped Subsystem. If a Subsystems implementation
encounters this header on an Unscoped Subsystem, it must fail the installation
of the Subsystem.
This is not currently verified by the CT (see
https://www.osgi.org/members/bugzilla/show_bug.cgi?id=2535).
