There are two remaining places where coordinations are used.
(1) BundleEventHook - A coordination is used when handling an explicitly
installed bundle. This should remain an independent coordination since the
installation occurred outside of the Subsystems API.
(2) RegionContextBundleHelper - An independent coordination is used when
installing a subsystem's region context bundle. This can reuse an existing
coordination and will be changed accordingly.
