The attached patch (springsource.repo.diff) fixed the issue for me, but I'm not 
sure if this is really the right fix - that's why I didn't commit it yet.

The dependency seems more an internal dependency from Pax Exam so working 
around it like this may be the wrong thing to do.

So I'm open to better fixes, but if there is consensus that this is the right 
thing, I can apply it...
