This is a clarification coming in the Subsystems R6 specification, but I think
we should fix this in the R5 subsystems (currently in trunk) now. Otherwise,
isolated subsystems with bundles that have Bundle-NativeCode headers may fail
to resolve on an R6 OSGi framework implementation. This is because R6
frameworks will convert Bundle-NativeCode headers into the osgi.native
namespace requirement. If the subsystems does not make available the
osgi.native capability from the system bundle then the bundle with native code
will fail to resolve at runtime.
