When using blueprint-noosgi, it seems its schema handling code (i.e.,
SimpleNamespaceHandlerSet#getSchema) can resolve relative schemas but not
absolute schemas to their corresponding local resources. As a result, one will
require the Internet connection to resolve those schemas.
It will be practical to avoid making an unnecessary remote schema retrieval.
