This occurs because the osgi.wiring.host requirement is not being correctly 
translated into something that the Felix OBR adapter can understand. The 
"osgi.wiring.host" namespace should be translated into the "bundle" namespace 
for the purposes of identifying matching capabilities in OBR.

As a side note, I think the capability validation algorithm in ResolveContext 
can be improved by immediately validating any requirement/capability pair that 
come from content of the same subsystem.
