ConfigAdmin is quite unavoidable, but eventadmin is certainly optional. Most
components do leverage it but with an optional dependency (blueprint, scr,
etc...).
If the event admin usage is scattered in the code, it would makes sense to
clean that part a bit anyway. Blueprint does not well enough imho.
