The attribute {{ext:damping="reluctant|eager"}} could be set on a
{{<reference>}} element.
The default would be {{reluctant}}.
The effect os the {{damping="eager"}} attribute would be that if a service with
a higher service ranking would come up, it would be used immediately instead of
the previous one.
