If I well understand, you mean that in the pom file the dependency from 
org.eclipse.persistence.jpa should have the following version

            <version>[2.1,3)</version>

Moreover in the osgi.bnd we have to add

Require-Capability: osgi.extender; effective:=active; 
filter:="(osgi.extender=org.eclipse.persistence.jpa)"

(it seems that it is not possible to use osgi.identity with Require-Capability 
statement)
