The Zookeeper discovery bundle has a requirement for a service implementing
org.apache.zookeeper.ZooKeeper. This is actually self-published, but not
included in the Provide-Capability header.
It needs to be added, or the service requirement should be removed from the
manifest. Until then the bundle cannot be resolved by a resolver which pays
attention to active time requirements.
